As China, under the guidance of the open and reform policy, is attracting more and more foreigners, who visit China for sightseeing, business, study, and exchange purposes. We, the Exit ＆ Entry Administration, as a functional department of the Chinese Government, sincerely welcome you to Wuxi and wish you enjoy your study, work and living in Wuxi.
Chinese laws and regulations, while protecting the interests and personal safety of foreigners in China, also require that all foreigners staying in China must abide by them.
In order to help you better understand laws and regulations of China, we have complied the following legal provisions for you.
1.Foreigners holding D, Z, X, or J-1 visa, who reside in Wuxi, shall go through residential formalities in Exit ＆ Entry Administration of Wuxi Municipal Public Security Bureau within 30 days since the date of entry.
2.Foreigners holding F, L, G, C, or J-2 visa may stay in Wuxi for the duration specified in the visa and need not go through residential formalities.
3.Foreigners who want to continue their residence in Wuxi beyond the expiration of their visas or residence permits must apply for the extension to Exit ＆ Entry Administration of Wuxi Municipal Public Security Bureau before such expiration.
4.Foreigners staying or residing in Wuxi who are 16 years old or above must carry with them their passports or residence permits.
5.In case of any changes of reasons for stay, passport number and accompanying children, etc. regarding a residence permit holder, the permit holder shall, within 10 days, apply for a new residence permit at the government organ that issues residence permits.
6. In case of any changes of residential address, place of study or work, or employer regarding a residence permit holder, the permit holder shall, within 10 days, go through the registration procedures for the change at the government organ that issues residence permits.
7.As regards a foreign baby born in Wuxi, the baby’s parents or agent shall, within one month of the baby’s birth, submit a report together with the baby’s birth certificate to the local public security bureau and go through the registration procedures.
8.In the event that a foreigner dies in Wuxi, the persons concerned or the discoverers must report the case immediately to the public security organ. Family members or guardian or agent of the deceased shall, within 3 days of the death, submit a report together with the death certificate of the deceased to Exit ＆ Entry Administration of Wuxi Municipal Public Security Bureau and present, for cancellation, the residence permit or visa of the deceased.
9.The public security bureau may, at a time it deems necessary, notify a foreigner to present his/her residence permit to the entry-exit control department for examination and the alien shall do this accordingly at the time specified in the notice.
10.It is illegal for foreigners to forge, alter or use other person’s visas and certificates.
11. Wuxi Municipal Public Security Bureau may impose restrictions on the establishment of residences or business offices in certain areas by foreigners or foreign institutions; foreign-owned residences or business offices already established in the aforesaid restricted areas must move to the designated areas within the time specified in the notice of removal issued by the Bureau.
12.Foreigners who stay at such enterprises or institutions as guest houses, hotels, inns, hostels and schools, or at government departments, public organizations and other Chinese institutions shall produce their valid passports or residence permits, and fill in the temporary lodging registration form.
13.In the event that a foreigner accommodates at the house of a Wuxi resident, if the house is located in a city or a town, the host or the foreigner shall, within 24 hours of the lodger’s arrival, submit a report to the local police station together with the lodger’s passport and other certificates and the host’s household registration book, and fill in the temporary lodging registration form; if the host’s house is located in the countryside, the report shall be submitted to the local police station within 72 hours.
14.In the event that a foreigner accommodates at the house of another foreigner living in Wuxi, the host institution, the host or the lodger himself shall, within 24 hours of the lodger’s arrival, submit a report to the local police station together with the lodger’s passport or residence permit, and fill in the temporary lodging registration form.
15.Foreigners having long-term residence in Wuxi shall go through the registration procedures in accordance with the foresaid stipulations if they leave their lodgings and accommodate themselves temporarily in other places.
16.Foreigners, during their stay in Wuxi, must not disturb public order, involve in gang fights, make troubles, or insult women.
17.Foreigners, during their stay in Wuxi, must not impair public security, illegally carry or keep guns, ammunitions, knives controlled by the state.
18. Foreigners, during their stay in Wuxi, must not infringe on personal rights of any other person and must not beat, illegally restrict the personal freedom of or illegally intrude the house of any other person.
19.Taking or injection of drugs like opium and morphine etc., and drug trafficking are prohibited for foreigners in Wuxi.
20.Prostitution and provision of conditions for prostitution are prohibited for foreigners in Wuxi.
21.Production, copying, sale, rent, or dissemination of pornographic books, pictures, videos or other pornographic articles are prohibited for foreigners in Wuxi.
22.Foreigners must not organize an assembly, a procession or a demonstration during their stay in Wuxi without application to and approval by Wuxi Municipal Public Security Bureau. Foreigners shall not participate in an assembly, a procession or a demonstration held by Chinese citizens without approval by the public security organ.
23.Foreigners who conduct religious activities within Chinese territory shall abide by Chinese laws and regulations, and shall not establish religious organizations, set up religious offices, sites for religious activities or run religious institutions within Chinese territory, nor may they develop followers, appoint religious personnel or engage in other missionary activities among Chinese citizens.
24.Religious printed matter or religious audio-visual products whose contents are detrimental to the public interests of Chinese society are forbidden to bring into Chinese territory.
25.Foreigners may participate in religious activities held at religious places such as church in China. Foreigner may not preach and expound the scripture at religious places in Wuxi without the invitation from religious organizations at or above the level of province, autonomous region and municipality directly under the Central Government.
26.Foreigners who wish to travel to cities and counties that are not open to foreigners shall apply in advance to the public security bureau for a travel permit, and they shall not head for such destinations before they have obtained permission.
27.Foreigners without residence permits and those who study in Wuxi must not work in Wuxi before they get approval from Jiangsu Provincial Labour Bureau.
28.Foreigners holding international driver’s licenses shall not drive motor vehicles before they pass the exam organized by the Traffic Administration of Wuxi Municipal Public Security Bureau and get their Chinese driver’s licenses.
29.In the event that the passport held by a foreigner is lost or stolen, the holder shall immediately report to the local police station and go to Exit ＆ Entry Administration of Wuxi Municipal Public Security Bureau to report the case with the case report paper issued by the foresaid police station. The Exit ＆ Entry Administration will issue a Certificate of Passport Loss after investigation and verification. The passport holder shall go through visa application procedures at exit ＆ entry administration of local public security organ after he/she gets a new passport from the embassy or the consulate of his/her country in China.
30.A foreigner who has his/her personal property lost or stolen shall immediately report the case to the local police station and go to Exit ＆ Entry Administration of Wuxi Municipal Public Security Bureau to report the case with the case report paper issued by the foresaid police station. The Exit ＆ Entry Administration will issue a Certificate of Property Loss after investigation and verification.
31.Foreign students who rent or borrow rooms outside their schools for accommodation shall make their accommodation status registered in their schools and go to the local public security to complete temporary lodging registration procedures.
